Publication of particulars under sub-section 4(1)(b) of RTI Act-2005

I. The particulars of Organization, functions and Duties.

The Government of Karnataka under the aegis of Project Implementation Unit-State Highway Development Project, Public Works, Ports and Inland Water Transport Department is taking up Re-construction, Widening, Strengthening and Renewal of State Highways as a part of improvements to Core Road Network in the State of Karnataka.

  • The State Govt. has accorded approval for improvements to 15000 KM of core road network in the state.
  • The State Highway Development Project (SHDP) was created to develop 10500 KMs of State Highway (SH) and Major District Road (MDR) on a project mode vide G.O.No. PWD 137 EAP 2011, Bengaluru, dated 04-11-2011.

The Construction works include but are not limited to:

  • Reconstruction of the crust in the dilapidated reaches. Re-construction would typically involve building the base and surface courses of an existing road to desired technical specifications and / or improving the geometrics of the road, as required in accordance with traffic condition.
  • The widening of the carriageway to Intermediate lane/ Two lane to accommodate the design traffic (in terms of PCU).
  • Strengthening the existing road by providing overlays and/or rebuilding the insufficient crust at stretches.
  • Resurfacing of the existing road for improving the riding quality.
  • Construction of side drains.
  • Providing Road markings and Road Furnitures.
  • Traffic management and Maintenance of diversion road.
  • Environmental protection measures.

This project is fully sponsored by Govt. of Karnataka through budgetary support. The improvements are undertaken in a project mode since it is time bound. The Project is being implemented by the existing PW,P & IWTD Sub-Divisions and Divisions headed by Assistant Executive Engineer and Executive Engineer respectively.. There are 9 Circles in the State headed by Superintending Engineer. The Project Management Consultants have been employed for each Circle. The Project is monitored by PIU-SHDP.

The Project Implementation Unit - State Highway Development Project at Bangalore, (PIU-SHDP) is headed by Chief Project Officer for monitoring and implementation of these projects. The technical wing is headed by Chief Engineer and supported by 2 Superintending Engineers, 4 Executive Engineers, 8 Assistant Executive Engineers and 16 Assistant Engineers. The Accounts section is headed by Joint Controller.

The Functions of PIU-SHDP
  • Preparation of the strategy and guidelines for selection of Roads.

Duties and Responsibilities of Field Engineers

a. Executive Engineer, PWP&IWT

  • The concerned jurisdictional Executive Engineer of PWP& IWT Division will be responsible for actual execution of the project as per the guidelines issued by PIU. The Executive Engineer of PWD Division will be responsible for the following.
  • Preparation of DPRs, Cost estimates and Bid documents with the assistance of Consultants wherever appointed.
  • Managing the contract agreements and consultants agreements.
  • Seeking of utilities and removal of trees.
  • Shifting of utilities and removal of trees.
  • Supervision of Works and Contract administration.
  • Certification for payments to contractors.
  • Co-ordination with other departments.

b. Chief Engineers and Superintending Engineers of PWP & IWT

  • The Chief Engineers and Superintending Engineers will be in overall charge of monitoring of project implementation and for providing guidance to the Executive Engineer in contract management and quality assurance .They will review the progress on a regular basis and will inspect the works regularly.

II. The powers and Duties of Officers and employees

III. The procedure followed in the decision making process including channels of supervision and accountability.

After approval by the State Cabinet, the proposals are submitted before the Steerin g Committee headed by Secretary to Govt. PW,P &IWT and Empowered Committee headed by Chief Secretary to select the roads based on objective criterias. The Empowered Committee scrutinizes the proposals to see whether they have adhered to the Guidelines. Administrative approval by government will be issued after clearance from the Empowered Committee.

Afterwards, the Detailed Project Reports (DPRs) will be prepared for each proposed road and the design and estimates are scrutinized by PIU-SHDP and technical sanction will be accorded. At the stage of preparation of DPR, the PIU –SHDP co-ordinate with the DPR consultants to finalise the design, etc.

After formal clearance and administrative approval by the Karnataka Public Works Development, the PIU-SHDP will accord technical sanctions to each estimate and tender the packages as per the Standard Bidding Document (KW-4). Tenders will be called from qualified contractors with proven capacity to execute such works with due attention to quality and time. Each contract is to be completed in 11 months. E-procurement is in vogue in PIU-SHDP. The technical bids are evaluated by the Technical Scrutiny Committee headed by Secretary to Govt. and tenders are accepted by Tender Acceptance committee headed by Principal Secretary to Govt.

IV. The norms set by SHDP for the discharge of its functions

The Project is being implemented by the existing PW,P & IWTD Sub-Divisions and Divisions headed by Assistant Executive Engineer and Executive Engineer respectively.
The Project Management Consultants have been employed for each Circle. The Project is monitored by PIU-SHDP.

Quality control and supervision of works:

PIU-SHDP has procured the services of reputed consultants for Construction supervision, Project Monitoring and Quality Assurance of the projects for supervision of civil works.
The objectives for Construction supervision, Project Monitoring and Quality Assurance are:

  • To ensure high quality of construction with full compliance to the Engineering Designs & Drawings, Technical Specifications as per conditions of contract within the time schedule.
  • Monitoring construction activities to ensure that adequate Contract Administration is achieved and assist in taking remedial measures to avoid slippages, cost overrun, delays by the contractor.
  • Ensure safety during construction and adherence to all Environment Management Regulations prescribed under the contract.

Outline of the Tasks to be carried out by the Project Management Consultants are:

  • Represent the interest of the Government of Karnataka (KPWD), State Highway Development Project (SHDP) and the construction agency in any manner related to the construction contract and proper execution thereof.
  • Consultant shall review and recommend for approval the contractors work schedule or revisions if any to the department keeping the interest of the Department.
  • Assess the adequacy of the Men, Material and the Machinery available at the site provided by the construction agency for execution of the project (s), his method of execution in relation to the rate of progress, regularly update information regarding the availability of Men, Machinery (including the condition of equipments) & Material and take necessary action for expediting the progress. The consultants shall properly appraise the department of the situations at site.
  • Consultant shall inspect all the installations, Quarry, Crusher, shops and ware houses and evaluate to ensure compliance with the terms and conditions of the contract and as also the specifications.
  • Participate in the OGL survey and setting out with Contractor with prior intimation to the Client. The OGL details available with the DPR consultant will be provided on a soft format .However the PMC has to verify the same at the site before /during execution as required for assessing the quantities.
  • Conducting Quality Control tests including providing Mix design as per MORTH guidelines. Testing is to be done by contractors under the supervision of the consultant in the laboratory established by the contractor. In addition 10% test checks have to be conducted by the consultant in an established laboratory agreed in the tender and the cost towards these tests will have to be borne by the consultant. Consultants may have a tie up with established laboratories.( Copy of MOU has to be furnished with the bids to the satisfaction of the Client.).Also the PMC shall own mobile laboratory with all field testing equipments. All quality test results, Photos before commencement of work and during the work progress and on completion should be uploaded in PMS on daily basis.
  • Prepare and submit daily, weekly, fortnightly / Monthly progress report on the progress of work, the performance of the contractor, quality of works and the financial status of the project and upload the same on Project Monitoring System software developed by the PIU-SHDP.
  • Propose and recommend to the department (PIU-SHDP) changes in the contract agreement consequent to revised programme & changes in the scope of work if any, including its effect on the contract amount and the project completion.
  • Provide necessary advices & compliances to the department on contractor’s possible claims etc.
  • Inform the department of any potential problems that may arise in connection with the works contract and make recommendations for possible solutions
  • Maintain Technical representatives at the Hot mix Plant site/ Pug mill site / Concrete Batch Mix plant site (If any) so that adequate supervision of work / quality of material is ensured at all times during the progress of work.
  • Provide assistance to the representatives from the department / Contractor relating to ground survey control, markings, quality control testing and progress of the project.
  • Prepare & maintain and document inspection reports /Engineering reports and also adequately document the progress / performance of the works along with Photographs at each stage of work and kilometer wise.
  • A log book of construction machinery / man power indicating the idle period if any, the reasons / the condition of the machinery etc shall be maintained on weekly basis and adequately document the same.
  • Scrutiny of measurements and certification of bills prepared by the contractors.
  • Check and approve as-built drawings for the works prepared by the contractors. If the Contractor fails to submit the as-built drawings, the consultant will prepare the same at the cost of the contractor.
  • Certify the quality of materials available at the source for usage on the specified work as per tender conditions/ specifications.
  • The consultant shall ensure that adequate safety measures are taken to protect lives / property during execution of works including barricading as per relevant IRC standards & MORTH specifications for safety of traffic plying on the stretch of road where works are in progress OR during night times.
  • The consultant shall carryout necessary inspections, supervise any remedial works needs to be carried out, prepare a snag list (Balance Works to be done) if any and assist the department (KPWD, PIU-SHDP) in issuing the completion certificate of the work.
  • The consultant shall verify the programme furnished by the construction agency as per the contract, monitor the progress, bring it to the notice of the department shortfall observed if any, examine the reasons for the shortfall, suggest necessary measures to make good the shortfall within a reasonable time frame to avoid extension of specified construction period.
  • Consultant shall attend /arrange the Liaison meetings to be held on weekly basis by the Superintending Engineer / Executive Engineers concerned along with field engineers of the department and the contractor to sort out issues if any viz, problems at site / financial matters etc.
  • The consultants shall verify & certify the Roughness Index measured prior to commencement of work and after completion of the work.
  • When requested by the employer, the consultant shall provide any additional services to those specified above through a mutually agreed upon variation order to the Consultant’s contract.

Non-Conformance reports are being issued to the contractor wherever the materials or the workmanship does not conform to the requirements. Re-conformation tests are being done after the rectification as a measure of check. So far a mere 1.8% of the total tests have failed and in such cases NCRs were issued and set right the issues of Quality. The Roads built are of IRC standards with Construction Quality and good riding surface.

The completed Roads are subjected to the inspection by Road expert.

All SHDP roads are under 2 year defect liability period and maintained by the Contractor for a period of 2 years.
The sample of completed roads is subject to Socio-economic impact study.

V & VI. The Rules, Regulations, Instuctions, Manuals and Records held by SHDP or under its control are used by its employees for discharging its functions and a statement of documents that are held by SHDP or under its control.

PIU-SHDP has procured the services of reputed consultants for Construction supervision, Project Monitoring and Quality Assurance of the projects for supervision of civil works.

Construction Supervision Manual has been prepared and used by the engineers and consultants involved in the project. This Manual is a reference guide for efficient , safe and consistent supervision of the works in strict conformance to the Specifications and other Contract requirements. It is based on standard procedures for state highway improvement and resurfacing construction projects of this type, with specific guidelines and forms, which are appropriate to the practice in India in conformance with MORT&H and IRC guidelines.

Project Management System (PMS):

For comprehensive monitoring of the project, Project Management System (PMS) software has been developed and installed in the project monitoring server.

The Project Management System supports Planning, Monitoring, Quality Control and Contract administration which are the main modules and through this the daily activities at site, Photographs, Quality Control tests can be captured by mobile application for the work site itself on to the PMS server. The location from where the date is captured is also viewed through the Google Map.

All the documents related to the project have been uploaded in the PMS (Archiving)

By implementation of Project Management Software PIU-SHDP is able to successfully monitor the projects which are widely spread across the state with quality.

VII. The particulars of any arrangements that exist for consultation with or representation by the members of the public in relation to the formulation of its policy or administration thereof.

The Public representatives views on the selection of the Roads are considered and place the proposal before the State Cabinet for its approval. The approval to the list of Roads and the Packages will be obtained by placing before the Steering Committee headed by Secretary to Govt. PW,P &IWT and Empowered Committee headed by Chief Secretary to Government.

VIII. A Statements of the Boards, Councils, Committees and other bodies consisting of two or more persons constituted as the part or for the purpose of advice to SHDP and as to whether meetings of these Boards, Councils, Committees and other bodies are open to the public or the minutes of the such meetings are accessible to public.
